Minutes of the Meeting of the Rush Township Board of Supervisors

The meeting of the Rush Township Board of Supervisors was called to order at 10:00 o’clock a.m. by Chairman Simchak. Those in attendance were Supervisor Leibensperger, Secretary/Treasurer Terri Conville, Administrative Assistant/ Assistant Treasurer Marie Skripnek and one reporter.  Nine residents were also in attendance.  Vice-Chairman Gilbert was absent.  The Pledge of Allegiance was recited.

Public Comment

1.  Pat Tracy – asked about the garbage contract and the difference in the bids between Tamaqua Transfer and Interstate Waste Services.

2.  Marion Lazur – wanted to know the following: carry over figure for next year, monies allotted to cover the changes that have to make to the new ESP ordinances, monthly meetings for next year, if a record is kept for drug testing, number of snow plow drivers, changes to the sanitation cycle.

3.  Carmen Forke – asked if all employees get drug tested and feels it would be a good idea. Mr. Forke also asked if the Board thought about putting a GPS system in all the township vehicles.

New Business

Chairman Simchak asked Ms. Conville if the budget was advertised according to township code for a period of twenty days.  He also asked how many residents came into review the budget.  Since only two residents came to review the budget, Simchak feels the majority of our residents must be satisfied with the direction that the township is heading.

A motion was made by Supervisor Leibensperger to adopt the budget for the calendar year 2011.  Chairman Simchak seconded the motion.  Ms. Conville polled the Board.  Simchak and Leibensperger voted for the motion and Gilbert was absent.  Motion carried.

A motion was made by Supervisor Leibensperger to advertise the meeting dates for the calendar year 2011.  The Re-organization meeting will be held on Monday, January 3rd at 10:00 A.M. with the regular monthly meeting to immediately follow. Chairman Simchak seconded the motion.  Ms. Conville polled the Board.  Simchak and Leibensperger voted for the motion and Gilbert was absent.  Motion carried.

A motion was made by Supervisor Leibensperger to hire the following as part time snow plow drivers for the upcoming winter season:  Robert Argust, Robert G. Heckman, and David Kriner.  Chairman Simchak seconded the motion.  Ms. Conville polled the board.  Simchak and Leibensperger voted for the motion and Gilbert was absent.  Motion carried.

A motion was made by Supervisor Leibensperger to award a three-year sanitation contract to Interstate Waste Services for a total of $658,800.00 under option A.  Chairman Simchak seconded the motion.  Ms. Conville polled the Board.  Simchak and Leibensperger voted for the motion and Gilbert was absent.  Motion carried.

A motion was made by Supervisor Leibensperger to approve the engineering services proposal submitted by Alfred Benesch & Company for Meadow Avenue Phase 2 at a cost of $41,000.00.  Chairman Simchak seconded the motion.  Ms. Conville polled the Board.  Simchak and Leibensperger voted for the motion and Gilbert was absent.  Motion carried.

Announcement – Chairman Simchak stated that Rush Township will be celebrating its Bicentennial in 2011.  A luncheon is tentatively scheduled for January 8th at 12 pm to kick off our bicentennial.  Our volunteers and employees will be honored at this luncheon.  All residents of the township are also welcome and must R.S.V.P. by January 3rd.

 

A motion was made by Supervisor Leibensperger to adjourn the meeting.  Chairman Simchak seconded the motion, carried.  Meeting adjourned at 10:10 A.M.
