Minutes of the Meeting of the Rush Township Board of Supervisors

 

The meeting of the Rush Township Board of Supervisors was called to order by Supervisor Shawn Gilbert at 7 o’clock p.m. Those in attendance were Supervisor Robert Leibensperger, Supervisor Jeaninne Motroni, and Secretary/Treasurer Darlene Fenstermacher. Ten residents and one reporters of Rush Township were in attendance.

  1. PUBLIC COMMENT –

 

George Pinkey – Spoke of following the Road Crew’s truck. He noticed that they were dumping truck-loads of dirt onto private property. He, then, spoke of fire plugs.

 

Pat Tracey – Spoke of the fire hydrants being flushed in the very early morning.

 

Charlie Shamonsky – Spoke of the forensic audit. Chairman Gilbert mentioned that when the audit is received, it will be put out for public review.

 

  1. POLICE REPORTS – For the month of April – Magistrate fine money total of $4,464.19. Total miles put on township police vehicles for the month was 5,850. Total incidents handled by the police 521. Total number of citations for the month of April was 165. Total number of parking tickets issued for the month of April was 41. Motioned made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Ms. Fenstermacher polled the Board. All voted yes.

 

  1. M & B ENVIRONMENTAL REPORTS – Motioned made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Ms. Fenstermacher polled the Board. All voted yes.

 

  1. MINUTES OF PREVIOUS – APRIL 19, 2012 – Motioned made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Ms. Fenstermacher polled the Board. All voted yes.

 

  1. TREASURER’S REPORT – AS OF APRIL 30, 2012 – Motioned made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Ms. Fenstermacher polled the Board. All voted yes.

 

  1. APPROVAL OF CURRENT TOWNSHIP AND SEWER BILLS THROUGH MAY 31, 2012 – Motioned made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Ms. Fenstermacher polled the Board. All voted yes.

 

  1. MUNICIPAL REPORTS – Motioned made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Ms. Fenstermacher polled the Board. All voted yes.

  1. ATTORNEY’S BUSINESS – EXECUTIVE SESSIONS HELD ON APRIL 23, 2012 AND ON MAY 16, 2012 – Motioned made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Ms. Fenstermacher polled the Board. All voted yes.

 

  1. OLD BUSINESS –

 

  1. Motion to open a checking account at Mauch Chunk Trust for the 2011 Home Program. Motioned made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Ms. Fenstermacher polled the Board. All voted yes.

 

  1. Motion to apply for an IDIS (Integrated Disbursement and Information System) password. Motioned made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Ms. Fenstermacher polled the Board. All voted yes.

 

  1. NEW BUSINESS –

 

A) Motion to adopt resolution 2012-13 Plan Document for the Township non-police pension plan. Motioned made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Ms. Fenstermacher polled the Board. All voted yes.

 

B) Accept the resignation of Scott Cramer as part-time police officer effective April 27, 2012. Motioned made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Ms. Fenstermacher polled the Board. All voted yes.

 

  1. Motion for the fire police to assist with the Tamaqua Memorial Day Parade on Monday, May 28, 2012. Motioned made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Ms. Fenstermacher polled the Board. All voted yes.

 

D)  Motion for the Rush Township Road Crew (Elden Neifert, Dennis Rupert, Chris Huegel, Michael Zimmerman) to attend the PA One Call Safety Day Conference on Thursday, June 21, 2012 in York. Pay daily wages and one vehicle for mileage. Motioned made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Ms. Fenstermacher polled the Board. All voted yes.

 

  1. Motion for the Rush Township Road Crew (Elden Neifert, Dennis Rupert, Chris Huegel, Michael Zimmerman) to attend a paving materials seminar in Hazleton on Thursday, May 24, 2012. Pay daily wage and one vehicle for mileage. Motioned made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Ms. Fenstermacher polled the Board. All voted yes.

 

  1. Motion to hire Bradley Hess as a part-time police officer at a rate of $12.00 per hour. Motioned made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Ms. Fenstermacher polled the Board. All voted yes.

 

  1. Motion to hire Shawn Kistler as a part-time police office at a rate of $12.00 per hour. Motioned made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Ms. Fenstermacher polled the Board. All voted yes.

 

  1. Motion for American Red Cross to hold a blood drive in the meeting room on Tuesday, July 17, 2012. Motioned made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Ms. Fenstermacher polled the Board. All voted yes.

 

 

  1. SUPERVISOR’S COMMENT

 

  1. Closure of Delford Street and its Northern boundary. This action is being taken to prevent the Township from directing traffic onto private property from Delford Street.
  2. Extend the deadline for the art contest to August 1, 2012.
