MINUTES

A meeting was held at the Rush Township Municipal Building on January 7, 2013. In attendance: 3 Supervisors, Attorney Chris Riedlinger, 1 reporter, and 11 residents.

3.   Motion to Adjourn Old Board. Motion made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Ms. Fenstermacher polled the Board. All voted yes.

4.   Motion to Appoint Temporary Chairman – ___Robert Leibensperger_. Motion made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Ms. Fenstermacher polled the Board. All voted yes.

5.   Motion to Appoint Temporary Secretary – ______Shawn Gilbert____. Motion made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Ms. Fenstermacher polled the Board. All voted yes.

  1. 3.Motion to appoint Darlene Fenstermacher as the full-time Secretary/Treasurer for 2013 at the rate of $14.50. Vice-Chairman Leibensperger motioned. Supervisor Motroni seconded. Ms. Fenstermacher polled the Board. All voted in favor. Motion cleared.
  1. 4. Motion to appoint Christopher Rhubright as the full-time Administrative Assistant/Planning Commission Secretary at the rate of $12.50 per hour. Vice-Chairman Leibensperger motioned. Supervisor Motroni seconded. Ms. Fenstermacher polled the Board. All voted in favor. Motion cleared.

1. Motion to appoint Chris Riedlinger as Solicitor for 2013 for the Board of Supervisors at $100.00 per hour. Vice-Chairman Leibensperger motioned. Supervisor Motroni seconded. Ms. Fenstermacher polled the Board. All voted in favor. Motion cleared.

2. Motion to appoint Solicitor for 2013 for the Planning Commission at $120.00 per hour – (Peter Fagan). Vice-Chairman Leibensperger motioned. Supervisor Motroni seconded. Ms. Fenstermacher polled the Board. All voted in favor. Motion cleared.

3. Motion to appoint Solicitor for 2013 for the Zoning Hearing Board at $85.00 per hour. – (Burke & Burke)

4. Motion to appoint banks to be named depository for 2013. Mauch Chunk Trust and Sovereign Bank.Vice-Chairman Leibensperger motioned. Supervisor Motroni seconded. Ms. Fenstermacher polled the Board. All voted in favor. Motion cleared.

5. Motion to appoint Arro Consulting as Zoning and Code Enforcement Officer as needed. (rate schedule Exhibit A). Vice-Chairman Leibensperger motioned. Supervisor Motroni seconded. Ms. Fenstermacher polled the Board. All voted in favor. Motion cleared.

6. Motion to appoint Arro Consulting as the engineering firm for 2013 on an as needed basis. (rate schedule Exhibit A). Vice-Chairman Leibensperger motioned. Supervisor Motroni seconded. Ms. Fenstermacher polled the Board. All voted in favor. Motion cleared.

  1. 7.Motion to appoint Engineer and/or Consultant for 2013 for the Planning Commission. Arro Consulting (rate schedule Exhibit A). Vice-Chairman Leibensperger motioned. Supervisor Motroni seconded. Ms. Fenstermacher polled the Board. All voted in favor. Motion cleared.

8. Motion to set compensation for each Planning Commission member at $20 per meeting. Vice-Chairman Leibensperger motioned. Supervisor Motroni seconded. Ms. Fenstermacher polled the Board. All voted in favor. Motion cleared.

9. Motion to set compensation for each Zoning Hearing Board member at $10 per hearing. Vice-Chairman Leibensperger motioned. Supervisor Motroni seconded. Ms. Fenstermacher polled the Board. All voted in favor. Motion cleared.

10. Motion to set compensation for each Township Auditor at $10 per hour. Vice-Chairman Leibensperger motioned. Supervisor Motroni seconded. Ms. Fenstermacher polled the Board. All voted in favor. Motion cleared.

11. Motion to appoint Sewage Code Enforcement Officer for 2013. – (William Brior $40.00 per hour.). Vice-Chairman Leibensperger motioned. Supervisor Motroni seconded. Ms. Fenstermacher polled the Board. All voted in favor. Motion cleared.

12. Motion to appoint an alternate Sewage Code Enforcement Officer for 2013. – (Bruce Dobash). Vice-Chairman Leibensperger motioned. Supervisor Motroni seconded. Ms. Fenstermacher polled the Board. All voted in favor. Motion cleared.

13. Motion to appoint the Chairman of the Rush Township Planning Commission to serve as the township representative for the Regional Planning Board. Vice-Chairman Leibensperger motioned. Supervisor Motroni seconded. Ms. Fenstermacher polled the Board. All voted in favor. Motion cleared.

14. Motion to adopt Resolution 2013-01 setting the fee schedule for 2013 for the sewage enforcement officer. Vice-Chairman Leibensperger motioned. Supervisor Motroni seconded. Ms. Fenstermacher polled the Board. All voted in favor. Motion cleared.

15. Motion to re-appoint the following road crew workers and rates for 2013 as follows:

Elden Neifert as full-time Road Supervisor at the rate of $16.64 per hour.

Dennis Rupert as full-time Equipment Operator/CDL Truck Driver/Laborer at $17.57 per hour.

Michael Zimmerman as full-time Equipment Operator/CDL Truck Driver/Laborer at $15.60 per hour.

Andrew Morgan as full-time Equipment Operator/CDL Truck Driver/Sewer Laborer at $13.50 per hour

Laborer/Part time $10.00 per hour

Seasonal CDL Truck Driver $13.50 per hour & Non CDL Truck Driver $12.00 per hour.

Vice-Chairman Leibensperger motioned. Supervisor Motroni seconded. Ms. Fenstermacher polled the Board. All voted in favor. Motion cleared.

16. Motion to re-appoint Jarrad Bernitsky as Township sewer department employee at $19.00 per hour. Vice-Chairman Leibensperger motioned. Supervisor Motroni seconded. Ms. Fenstermacher polled the Board. All voted in favor. Motion cleared.

Motion that the benefits for full time Township employees are as follows for 2013: paid Vacation – (Currently) After one year and on the employee’s anniversary date – 5 days, 4 to 9 years – 8 days, 10 to 17 years – 13 days, 18+years – 15 days: New full time employees must complete a six month new hire probationary period with the option to extend up to one year. Upon completion of the 90 days new all full time employees will be given medical insurance, vision, dental, life with full coverage for the employee; 9 Paid Holidays (Currently) New Year’s – Good Friday – Memorial Day – 4th of July – Labor Day – Thanksgiving Day – Day After Thanksgiving Day – Christmas Eve, Christmas Day; 4 Personal Days(cannot be carried over); 2 Bereavement Days; Employer/Employee continuing Pension Plan; Work clothes and a $75.00 allowance for work shoes for the Road Crew. Peter Wysochansky as part-time police officer at $13.25 per hour

18. Motion that the Board of Supervisors appoints the following list of names for the Hometown Fire Co. and Quakake Volunteer Fire Co. as Township Fire Police for 2013. Vice-Chairman Leibensperger motioned. Supervisor Motroni seconded. Ms. Fenstermacher polled the Board. All voted in favor. Motion cleared.

19. Motion to appoint Lorraine Brill as Emergency Management Coordinator. Vice-Chairman Leibensperger motioned. Supervisor Motroni seconded. Ms. Fenstermacher polled the Board. All voted in favor. Motion cleared.

  1. 20.Motion that the Treasurer be authorized to pay payroll every other week. Vice

  2. 22.Motion that the Chairman and Secretary/Treasurer be authorized to sign the recap sheet and bond for the Tax Collector when due. Vice-Chairman Leibensperger motioned. Supervisor Motroni seconded. Ms. Fenstermacher polled the Board. All voted in favor. Motion cleared.
  1. 23.Motion that the Board of Supervisors and the Secretary/Treasurer be authorized to attend the State Convention in Hershey, Pa. April 21-24, 2013 and authorize mileage, room, and food allowance($50.00 per day) for 3 days to those attending. Vice-Chairman Leibensperger motioned. Supervisor Motroni seconded. Ms. Fenstermacher polled the Board. All voted in favor. Motion cleared.
  1. 24.Motion to name __Darlene Fenstermacher__ as the voting delegate and Jeaninne Motroni as the alternate voting delegate for the State Convention in Hershey, Pa.   1. 25.Motion that the Board of Supervisors and the Secretary/Treasurer be authorized to attend the 2013 PAHRA conferences and include mileage, room and food allowance.   1. 26.Motion that elected officials be authorized to attend the Schuylkill County Convention and pay them as permitted by the Second Class Township code. Vice-Chairman Leibensperger motioned. Supervisor Motroni seconded. Ms. Fenstermacher polled the Board. All voted in favor. Motion cleared.
