RUSH TOWNSHIP BOARD OF SUPERVISORS

MONTHLY MEETING

THURSDAY, MARCH 14, 2013 7 P.M.

MINUTES

The meeting of the Rush Township Board of Supervisors was called to order by Chairman Shawn Gilbert at 7:00 o’clock pm. Those in attendance were Vice-Chairman Robert Leibensperger, Secretary Treasurer Darlene Fenstermacher, one reporter & 8 residents.

3. PUBLIC COMMENT – None

4. POLICE REPORT – Vice-Chairman Leibensperger motioned. Chairman Gilbert seconded. Ms. Fenstermacher polled the Board. All voted in favor. Motion carried.

5. MINUTES OF PREVIOUS MEETING – February 21, 2013 – Vice-Chairman Leibensperger motioned. Chairman Gilbert seconded. Ms. Fenstermacher polled the Board. All voted in favor. Motion carried.

6. TREASURERS REPORT – As of February 28, 2013 – Vice-Chairman Leibensperger motioned. Chairman Gilbert seconded. Ms. Fenstermacher polled the Board. All voted in favor. Motion carried.

7. APPROVAL OF CURRENT TOWNSHIP AND SEWER BILLS THRU

March 31, 2013 – Vice-Chairman Leibensperger motioned. Chairman Gilbert seconded. Ms. Fenstermacher polled the Board. All voted in favor. Motion carried.

8. MUNICIPAL REPORTS (SEWER, ROAD, ARRO) – Vice-Chairman Leibensperger motioned. Chairman Gilbert seconded. Ms. Fenstermacher polled the Board. All voted in favor. Motion carried.

9. CORRESPONDENCE

10. ATTORNEY’S BUSINESS – “In the Township’s court case against Mr. & Mrs. Boyer relating to the obstruction of Walnut Street, the Court has ruled in favor of the Township. The Court found that Walnut Street is still a public right a way. The Boyers were ordered on March 5, 2013 to remove any and all impediments or other obstacles placed by them on or over Walnut Street. The Boyers were also permanently enjoined, or prevented, from placing any impediments or obstacles in the future.”

  1. A)Motion to adopt Ordinance #180 amending Ordinance #89 regulating and restricting open burning. Vice-Chairman Leibensperger motioned. Chairman Gilbert seconded. Ms. Fenstermacher polled the Board. All voted in favor. Motion carried.
  2. B)Motion to adopt Ordinance #181 – Vice-Chairman Leibensperger motioned. Chairman Gilbert seconded. Ms. Fenstermacher polled the Board. All voted in favor. Motion carried.
  3. C)Motion for the Rush Township Fire Police to direct traffic at the Girardville Borough annual St. Patrick’s Day parade on Saturday, March 23, 2013. Vice-Chairman Leibensperger motioned. Chairman Gilbert seconded. Ms. Fenstermacher polled the Board. All voted in favor. Motion carried.
  4. D)Motion to approve amendment to contract professional services by and between the Township of Rush and Prodesign Plus, L.L.C. Vice-Chairman Leibensperger motioned. Chairman Gilbert seconded. Ms. Fenstermacher polled the Board. All voted in favor. Motion carried.
  5. E)Motion for Sgt. Duane Frederick and Ptlm. Adam Sinton to attend update classes on March 18, 2013 and March 19, 2013. Vice-Chairman Leibensperger motioned. Chairman Gilbert seconded. Ms. Fenstermacher polled the Board. All voted in favor. Motion carried.
  6. F)Motion for Ptlm. Corey Herring and Part-time Ptlm. Ryan Rehatcheck to attend update classes on April 8, 2013 and April 9, 2013. Vice-Chairman Leibensperger motioned. Chairman Gilbert seconded. Ms. Fenstermacher polled the Board. All voted in favor. Motion carried.
  7. G)Motion retroactive to March 2, 2013 for Sgt. Duane Frederick Ptlm. Adam Sinton, Ptlm. Corey Herring, Part-time Ptlm. Rick Bekesy, Part-time Ptlm. Ryan Rehatcheck, Part-time Ptlm. Bradley Hess to attend first aid and CPR class. Vice-Chairman Leibensperger motioned. Chairman Gilbert seconded. Ms. Fenstermacher polled the Board. All voted in favor. Motion carried.
  8. H)Motion to purchase 12 grinder pumps for Lake Hauto. Vice-Chairman Leibensperger motioned. Chairman Gilbert seconded. Ms. Fenstermacher polled the Board. All voted in favor. Motion carried.
  9. I)Motion to request payment on contract R2010-03 housing rehabilitation project. Vice-Chairman Leibensperger motioned. Chairman Gilbert seconded. Ms. Fenstermacher polled the Board. All voted in favor. Motion carried.

14. SUPERVISORS COMMENT –

RUSH TOWNSHIP HAS RECEIVED A $52,000 DOLLAR GRANT FOR     RECYCLING.

A SPRING NEWSLETTER WILL BE GOING OUT SOON

AN ELECTRONIC RECYCLING EVENT WILL BE HELD ON APRIL 20TH

FROM 9 AM TO 1 PM AT THE TOWNSHIP BUILDING

14. ADJOURNMENT – Chairman Shawn Gilbert adjourned the meeting at 7:35 o’clock pm.
