Minutes of the Meeting of the Rush Township Board of Supervisors

The meeting of the Rush Township Board of Supervisors was called to order by Supervisor Shawn Gilbert at 7 o’clock p.m. Those in attendance were Supervisor Robert Leibensperger, Supervisor Jeaninne Motroni, Secretary/Treasurer Darlene Fenstermacher, William McMullen, and attorney Chris Reidlinger. Ten residents and one reporter of Rush Township were in attendance.

3. PUBLIC COMMENT

Charlie Shamonsky – Questioned when the Meadow Avenue project will start. Also questioned what will be done to fix the water problem on Mariner Street.

Joe Shamonsky – Questioned why Delford was being closed. Also questioned when the Road Department is going to work near his home.

Pat Tracey – Questioned Supervisor Motroni on if she was complaining about the Road and Sewer Departments to outsiders.

4. POLICE REPORT – Motion made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Mrs. Fenstermacher polled the Board. All voted yes.

5. MINUTES OF PREVIOUS MEETING –May 16, 2013. Motion made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Mrs. Fenstermacher polled the Board. All voted yes.

6. TREASURERS REPORT – As of May 31, 2013. Motion made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Mrs. Fenstermacher polled the Board. All voted yes.

7. APPROVAL OF CURRENT TOWNSHIP AND SEWER BILLS THRU

June 30, 2013. Motion made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Mrs. Fenstermacher polled the Board. All voted yes.

8. MUNICIPAL REPORTS (SEWER, ROAD, ARRO, PRODESIGN PLUS). Motion made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Mrs. Fenstermacher polled the Board. All voted yes.

9. CORRESPONDENCE

10. ATTORNEY’S BUSINESS. Motion made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Mrs. Fenstermacher polled the Board. All voted yes.

11. OLD BUSINESS

A) Bid opening for wood chipper. All bids rejected.

B) 2013 Seal Coat Project bid opening. Motion to accept bid from Midland Asphalt in amount of $79, 630.60 made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Mrs. Fenstermacher polled the Board. All voted yes.

12. NEW BUSINESS

  1. A)Motion to remove the following part-time police officers from the roster Peter Wysochansky, Matthew Houser and James Patterson. Motioned made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Mrs. Fenstermacher polled the Board. All voted yes.
  2. B)Motion to hire Thomas Fort as a part-time police officer at $13.25 per hour. Motioned made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Mrs. Fenstermacher polled the Board. All voted yes.
  1. C)Motion to adopt Resolution #2013-11 amending UCC permit fee schedule. Motioned made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Mrs. Fenstermacher polled the Board. All voted yes.
  1. D)Motion for Robert Leibensperger and Darlene Fenstermacher to attend the PROP conference pay, milage for 1 vehicle and $10.00 each for lunch and regular wages for Darlene. Motioned made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Mrs. Fenstermacher polled the Board. All voted yes.
  1. E)Motion to return 1st draft of ESRP Zoning and SALDO to ESRP with no comments/revisions or additions as recommended by the Rush Township Planning Commission. Motioned made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Mrs. Fenstermacher polled the Board. All voted yes.
  1. F)Motion for the Fire Police to assist with the Ryan Twp. Truck parade retroactive to June 8, 2013. Motioned made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Mrs. Fenstermacher polled the Board. All voted yes.
  1. G)Motion to allow the County to use the Municipal Building as the Voting Precinct for Primary and General Elections for Rush Township – Elixir. Motioned made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Mrs. Fenstermacher polled the Board. All voted yes.
  1. H)Motion to adopt Ordinance #182 prohibiting nuisances, providing for exceptions, requiring notice, prescribing penalties for violations and repealing Rush Township Ordinance #82. Motioned made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Mrs. Fenstermacher polled the Board. All voted yes.
  1. I)Motion to adopt Ordinance #183 amending Ordinance #180 to provide definitions of recreational fire and ceremonial fire and to amend the notice provisions section 3C5. Motioned made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Mrs. Fenstermacher polled the Board. All voted yes.

13. SUPERVISORS COMMENT

Ash pick up will be on Thursday’s, please call the office to be added to the list

 

The next electronic recycling event will be held July 20th from 9am to 1 pm at the

Township Building. AGS will be charging residents $15.00 per Freon appliances,

$10.00 per television, $20.00 per large projection and console televisions.

14. ADJOURNMENT – Chairman Shawn Gilbert adjourned the meeting at 8:25 P.M.
