Minutes of the Meeting of the Rush Township Board of Supervisors

The meeting of the Rush Township Board of Supervisors was called to order by Chairman Shawn Gilbert at 7 o’clock p.m. Those in attendance were Vice-Chairman Robert Leibensperger, Supervisor Jeanine Motroni, Secretary/Treasurer Darlene Fenstermacher, Attorney Chris Reidlinger, 8 residents, and 1 reporter.

 

1. CALL TO ORDER

2. PLEDGE OF ALLEGIANCE

3. KAREN PARISH TO SPEAK – Spoke of the township receiving the $500,000 grant for sewer project. Also, spoke about the necessary steps to implement the grant.

4. OLD BUSINESS – AWARDING GARBAGE CONTRACT. Motion to award garbage contract of 3 years, trash and recycling, with Advance Waste Disposal. Motion made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Mrs. Fenstermacher polled the Board. Chairman Gilbert voted against.

5. PUBLIC COMMENT

Bill Boyer – Questioned whether or not the grant will cover the entire cost of the project.

Cathy Schimpf- Questioned the purpose of the new garbage contract.

Marion Lazur – Questioned what type of penalty Creditech charges to delinquent garbage accounts.

Bill Boyer – Can’t put anything on alley. He stated that he feels he is being discriminated against.

Charlie Shamonsky – Stated that cars are speeding on Mariner and Meadow Ave. Would like the township to put school zone signs up on the street.

Lisa Price – Questioned if monthly reports for recycling can be obtained. Also, questioned if any recycling will be picked up from the Hometown Farmers Market.

Dave Clewell – Stated the he lost contracts because laws are not enforced.

Mike Zimmerman – Questioned where the road crew can dispose of tires within the township.

Sissy Brill – Questioned where you can get rid of paint cans.

6. POLICE REPORT – Halloween will be October 31, 2013 from 6 to 8 pm, no rain date. Motion made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Mrs. Fenstermacher polled the Board. All voted yes.

7. MINUTES OF PREVIOUS MEETING – September 19, 2013. Motion made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Mrs. Fenstermacher polled the Board. All voted yes.

8. TREASURERS REPORT – As of September 30, 2013. Motion made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Mrs. Fenstermacher polled the Board. All voted yes.

9. APPROVAL OF CURRENT TOWNSHIP AND SEWER BILLS THRU October 31, 2013. Motion made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Mrs. Fenstermacher polled the Board. All voted yes.

10. MUNICIPAL REPORTS (SEWER, ROAD, ARRO, PRODESIGN PLUS). Motion made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Mrs. Fenstermacher polled the Board. All voted yes.

11. CORRESPONDENCE – Simply well renewable energy, PSATs legal defense, PSECU, NEPA annual report, Governing township news, Journal, Communicator, PSATs bulletin, PENNdot

12. ATTORNEY’S BUSINESS – Attorney Chris Reidlinger updated the board on the Romanick case.

Attorney Chris Reidlinger mentioned Oscar Stewert & Robert Fox Easements. Motion to approve Easements for Oscar Stewart and Robert Fox Easements to appoint Shawn Gilbert as signer. Motion made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Mrs. Fenstermacher polled the Board. All voted yes.

Motion to authorize Attorney Chris Reidlinger to proceed with Ankiewicz/Bnosky Street issue. Motion made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Mrs. Fenstermacher polled the Board. All voted yes.

13. NEW BUSINESS

  1. A)Motion for the Rush Township Fire Police to aide with traffic control at the Tamaqua Halloween Parade on retroactive to October 22, 2013. Motion made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Mrs. Fenstermacher polled the Board. All voted yes.
  1. B)Motion to advertise for RFP’s for CDBG retroactive to October 22, 2013. Motion made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Mrs. Fenstermacher polled the Board. All voted yes.
  1. C)Motion to adopt resolution 2013-13 authorizing submission of CDBG Funding request to Schuylkill County. Motion made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Mrs. Fenstermacher polled the Board. All voted yes.
  1. D)Motion to appoint Leonard Mace to the North East Schuylkill Joint Sewer Authority. Motion made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Mrs. Fenstermacher polled the Board. All voted yes.
  1. E)Motion to advertise for a budget meeting to be held November 21, 2013 immediately following the regular supervisors meeting. Motion made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Mrs. Fenstermacher polled the Board. All voted yes.
  2. F)Motion to approve the Secretary/Treasurer to set up checking account for the 2013 Lincoln Drive CDBG funding. Motion made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Mrs. Fenstermacher polled the Board. All voted yes.
  1. G)Motion to adopt the leaf collection and chipper policy. Motion rescinded until next meeting. Motion made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Mrs. Fenstermacher polled the Board. All voted yes.
  1. H)Motion to hire Jeffery Tanner as a part time police officer at a rate of $13.25 per hour, with a one year probation period. Motion made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Mrs. Fenstermacher polled the Board. All voted yes.

14. SUPERVISORS COMMENT

Ash pick up will be on Thursday’s, please call the office to be added to the list. Please do not mix trash in with ashes. Money is still available from the Community Development Grant. Southbound 309 & 54 signal; supervisors are requesting written comments regarding a left hand turn arrow.

15. PUBLIC COMMENT –

Marion Lazur – Questioned the cost of the investigation on the personnel issue.

Charlie Shamonsky – Questioned why the storm drain is about 4 inches too high.

Bill Boyer – Questioned what happened to the old Rush Township chipper.

16. ADJOURNMENT – Chairman Gilbert adjourned the meeting at 8:30 o’clock p.m.
