Minutes of the Meeting of the Rush Township Board of Supervisors

The meeting of the Rush Township Board of Supervisors was called to order by Chairman Shawn Gilbert at 7 o’clock p.m. Those in attendance were Vice-Chairman Robert Leibensperger, Supervisor Jeaninne Motroni, Attorney Chris Reidlinger, Secretary/Treasurer Darlene Fenstermacher, and William McMullen. Twelve residents and two reporters were also in attendance.

3. PUBLIC COMMENT

Pat Tracey – Questioned Lincoln Drive recycling project.

Jerome Tracey – Questioned the fee for sewer.

Marion Lazur – Questioned the Robert Heckman case. Also, questioned how much the personnel investigation cost the township.

Charlie Shamonsky – Made it known that explosive trucks are driving on Meadow Ave. Also, questioned how much money the township is receiving from the Hometown Farmer’s Market.

Dave Clewell – Questioned the amount of garbage delinquents.

4. POLICE REPORT. Motion made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Mrs. Fenstermacher polled the Board. All voted yes.

5. MINUTES OF PREVIOUS MEETING – October 28, 2013. Motion made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Mrs. Fenstermacher polled the Board. All voted yes.

6. TREASURERS REPORT – October 31, 2013. Motion made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Mrs. Fenstermacher polled the Board. All voted yes.

7. APPROVAL OF CURRENT TOWNSHIP AND SEWER BILLS THRU. November 30, 2013. Motion made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Mrs. Fenstermacher polled the Board. All voted yes.

8. MUNICIPAL REPORTS (SEWER, ROAD, ARRO, PRODESIGN PLUS). Motion made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Mrs. Fenstermacher polled the Board. All voted yes.

11. OLD BUSINESS – Motion to adopt the leaf and chipper policy. Motion made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Mrs. Fenstermacher polled the Board. All voted yes.

13. NEW BUSINESS

A) Motion to complete form TE-160 for PennDot to evaluate left turn signal for south bound lane route 309 and to proceed with change if required. Motion made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Mrs. Fenstermacher polled the Board. All voted yes.

B) Motion to approve Arro Consulting to proceed with Lincoln Drive Project. Motion made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Mrs. Fenstermacher polled the Board.

C) Motion for Paul Kuropatsky to attend flagger training class retroactive to November 19, 2013 and be paid his regular wage. Motion made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Mrs. Fenstermacher polled the Board. All voted yes.

D) Motion to explore refinancing open loans for better interest rates. Motion made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Mrs. Fenstermacher polled the Board. All voted yes.

  1. E)Motion to hire Alexander Kosatschkow II as a part-time police officer at the rate of $13.25 per hour with one year probation. Motion made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Mrs. Fenstermacher polled the Board. All voted yes.
  1. F)Motion to mail out Fair Housing flyers to local realtors upon approval. Motion made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Mrs. Fenstermacher polled the Board. All voted yes.

G) Motion to adopt resolution 2013-14 Hazard Mitigation Plan. Motion made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Mrs. Fenstermacher polled the Board. All voted yes.

H) Motion to adopt resolution 2013-15 Fair Housing Resolution. Motion made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Mrs. Fenstermacher polled the Board. All voted yes.

  1. I) Motion to advertise Fair Housing Notice. Motion made by Vice-Chairman Leibensperger. Motion seconded by Supervisor Motroni. Mrs. Fenstermacher polled the Board. All voted yes.

14. SUPERVISORS COMMENT

Ash pick up will be on Thursday’s, please call the office to be added to the list. Please do not mix trash in with ashes. Money is still available from the Community Development Grant.

15. ADJOURNMENT – Chairman Gilbert adjourned the meeting at 7:50 o’clock p.m.
