Minutes of the meeting of the Rush Township of Supervisors

A meeting was held at the Rush Township Municipal Building on October 27, 2014 at 7:00 o’clock pm. In attendance were Chairman Shawn Gilbert, Vice Chairman Robert Leibensperger, Supervisor Jeaninne Motroni, Secretary/Treasurer Denise Hope, Administrative Assistant Caitlin Whildin, Attorney Chris Riedlinger, Bill McMullen, 2 reporters, and 15 residents.

Chairman Gilbert called the meeting to order.

Pledge of Allegiance was recited.

PUBLIC COMMENT

1. Mr. Tracy- asked for an explanation of the article that was published about floodplains and restricting areas; and questioned if any costs are involved

2. Mrs. Pat Tracy- stated that in the paper it says you can not shut off water for people on HUD

3. Eugene Fritz- wanted to know what is being done about all the burglaries on Fairview Street and questioned what progress had been made

4. Corey Herring- questioned if any officers are trained in crime scene investigating or finger
printing, stated that he was trained

5. Charlie Shamonsky- questioned who is responsible when renters do not pay sewer or garbage
bills, asked when the township will begin enforcing Ordinance #177, questioned when an audit will be done by the township elected auditors

6. Mr. Boyer- asked why the supervisors told the road foreman not to do any work for him, questioned where the money went from the $50,000 real estate transfer

7. Joe Shamonsky- stated that he would get a few people together and offered to help fix the alley behind Mr. Boyers house, questioned the difference between the sewer easement near his house and the alley

Police Report- Sergeant Duane Frederick read his report for the Month of September 2014. A motion was made by Vice Chairman Leibensperger to approve Sergeant Frederick’s report. Supervisor Motroni seconded the motion. Mrs. Hope polled the board. All members voted in favor of the motion, carried.

Minutes of Previous Meeting-A motion was made by Vice-Chairman Leibensperger to approve the previous meeting minutes of September 18, 2014. Supervisor Motroni seconded the motion. Mrs. Hope polled the board. All members voted in favor of the motion, carried.

Treasurer’s Reports-A motion was made by Vice Chairman Leibensperger to approve the treasurer’s report as of September 30, 2014. Supervisor Motroni seconded the motion. Mrs. Hope polled the board, all members voted in favor of the motion, carried.

Approval of Current Township and Sewer Bills thru September 30,2014

A motion was made by Vice-Chairman Leibensperger to approve all current township and sewer bills for September 2014. Supervisor Motroni seconded the motion. Mrs. Hope polled the board. All members voted in favor of the motion, carried.

Approval of municipal reports (sewer, road, Arro, Prodesign)

A motion was made by Vice-Chairman Leibensperger to approve the municipal reports for September 2014. Supervisor Motroni seconded the motion. Mrs. Hope polled the Board. All members voted in favor of the motion, carried.

CORRESPONDENCE- PSATS, Township News. Vice Chairman Leibensperger approved, Supervisor Motroni seconded the motion. Mrs. Hope polled the board, all members voted in favor of the motion, motion carried.

Attorney’s Business- the Debra Hughes lawsuit filed against the police department was dismissed by the Court of Common Pleas but she has filed an appeal. Former township police officer Corey Herring has filed a lawsuit against the township alleging wrongful dismissal. The usual company won’t be able to handle this because they are currently representing the police department on two pending cases when Officer Herring was a member. It will be handled by Lavery, Faherty, and Patterson.

NEW BUSINESS-

A motion to hold a budget meeting after the township meeting on November 20, 2014. Vice Chairman Leibensperger approved, Supervisor Motroni seconded the motion. Mrs. Hope polled the board, all members voted in favor of the motion, motion carried.

A motion to adopt the amendment of the Floodplain Ordinance NO. 188. Vice Chairman Leibensperger approved, Supervisor Motroni seconded the motion. Mrs. Hope polled the board, all members voted in favor of the motion, motion carried.

A motion to accept Paul Kuropatsky’s resignation effective on Friday October 24, 2014. Vice Chairman Leibensperger approved, Supervisor Motroni seconded the motion. Mrs. Hope polled the board; Chairman Gilbert and Vice Chairman Leibensperger voted in favor, Supervisor Motroni opposed, motion carried.

A motion to accept Resolution NO. 2014-14 authorizing Chairman Gilbert to execute on behalf of the township of any documents necessary to qualify for and receive a grant for upgrade to police and fire equipment. Vice Chairman Leibensperger approved, Supervisor Motroni seconded the motion. Mrs. Hope polled the board, all members voted in favor of the motion, motion carried.

A motion to open up bids on 2008 Ford Crown Victoria Police Car. Vice Chairman Leibensperger approved, Supervisor Motroni seconded the motion. Mrs. Hope polled the board, all members voted in favor of the motion, motion carried.

A motion to accept the bid on the 2008 Ford Crown Victoria Police Car from Charles Rodgers for the amount of $1,851.51. Vice Chairman Leibensperger approved, Supervisor Motroni seconded the motion. Mrs. Hope polled the board, all members voted in favor of the motion, motion carried.

A motion to purchase lift station degreaser/citrus destroyer at a price of $6,776.75. Vice Chairman Leibensperger approved, Supervisor Motroni seconded the motion. Mrs. Hope polled the board, all members voted in favor of the motion, motion carried.

SUPERVISORS COMMENT

Properties are being posted for water shut off due to none payment of sewer bills. Those properties that the water can not be shut off on will be sent to Sheriff Sale. Wayne Avenue will be closed for five days starting November 5th . Halloween trick-or-treat night will be Saturday November 1st from 6-9pm.

Chairman Gilbert adjourned the meeting at 7:45pm.
