Minutes of the Meeting of the Rush Township Board of Supervisors

A meeting was held at the Rush Township Municipal Building on March 19, 2015 at 7:00 o’clock pm. In Attendance Chairman Shawn Gilbert, Vice Chairman Robert Leibensperger, Supervisor Jeaninne Motroni, Secretary/Treasurer Denise Hope, and Bill McMullen.

Chairman Gilbert called the meeting to order

Pledge of Allegiance was recited.

Police ReportSergeant Duane Fredrick read his report for the month of March 2015. A motion was made by Chairman Shawn Gilbert to approve Sergeant Frederick’s report. Vice Chairman Leibensperger approved, Supervisor Motroni seconded the motion.. Mrs. Hope polled the board. All members voted in favor of the motion, motion carried.

Minutes of Previous Meeting – February 19, 2015 A motion was made by Chairman Shawn Gilbert to approve the previous meeting minutes of February 19, 2015. Vice Chairman Leibensperger approved, Supervisor Motroni seconded the motion. Mrs. Hope polled the board, all members voted in favor of the motion, motion carried

Treasurer’s Report – A motion was made by Chairman Shawn Gilbert to approve the treasurer’s report. Vice Chairman Leibensperger approved, Supervisor Motroni seconded the motion. Mrs. Hope polled the board, all members voted in favor of the motion, motion carried.

Approval of current township and sewer bills thru March 19, 2015 – A motion was made by Chairman Gilbert to approve the municipal reports for March 19, 2015. Vice Chairman Leibensperger approved, Supervisor Motroni seconded the motion. Mrs. Hope polled the board, all members voted in favor of the motion, motion carried.

Approval of municipal reports (sewer, road, Arro, Prodesign)– A motion was made by Chairman Gilbert to approve the municipal reports for March 19. Vice Chairman Leibensperger approved, Supervisor Motroni seconded the motion, Mrs. Hope polled the board. All members voted in favor of the motion, motion carried.

Attorney’s BusinessNo new attorney business.

CorrespondenceA motion for Ryan Township Ambulance to receive same amount that was given to Tamaqua. Vice Chairman Leibensperger approved, Supervisor Motroni seconded the motion. Mrs. Hope polled the board, all members voted in favor of the motion, motion carried.

New Business

A motion to hire Kelly Giordano as a part time administrative billing assistant at $12.50 per hour. Vice Chairman Leibensperger approved, Supervisor Motroni seconded the motion. Mrs. Hope polled the board, all members voted in favor of the motion, motion carried.

A motion to adopt Ordinance 192 Authorizing the Participation of Rush Township in the PSATS Unemployment Compensation Trust Agreement. Vice Chairman Leibensperger approved, Supervisor Motroni seconded the motion. Mrs. Hope polled the board, all members voted in favor of the motion, motion carried

A motion to adopt Ordinance 193 Authorizing the Participation of Rush Township in the Pennsylvania Municipalities Pension Trust Agreement. Vice Chairman Leibensperger approved, Supervisor Motroni seconded the motion. Mrs. Hope polled the board, all members voted in favor of the motion, motion carried.

A motion to grant St. Jerome Regional School to use township roads for their Annual 5k Run/Walk on June 6, 2015 from 9 a.m. until approximately 11:30 a.m. Vice Chairman Leibensperger approved, Supervisor Motroni seconded the motion. Mrs. Hope polled the board, all members voted in favor of the motion, motion carried.

A motion for the Rush Township Fire Police to direct traffic during the St. Jerome’s Walk/Run on June 6, 2015. Vice Chairman Leibensperger approved, Supervisor Motroni seconded the motion. Mrs. Hope polled the board, all members voted in favor of the motion, motion carried.

Public Comment

1. Cathy – Would like to say thank you to the board for all the help that they provided and it was greatly appreciated. Asked that the culverts on Holly Road be looked at, they have settled and areas of the road have sunk and there is a hole, maybe cover it with stone or patch.

2. Dave – Complaints about the recycling guy leave the container on the road and the concern is that it is going to cause an accident. It is a safety concern.

3. Charles – Why is the Sewer guy driving a plow truck? The supervisors responded, yes that is part of his job and he accounts for road department and sewer department time. It is paid out of 2 different accounts.

4. Bill – Why did Ryan Township take a load of salt from township shed? There is an agreement between Rush and Ryan Townships if they need to borrow a load, they had already replaced what they took.

5. Joe – Moving permit, is there a penalty for not applying for a moving permit. He thinks that there should be a penalty for those who did not apply for a moving permit. The permit is used to know who the municipal bills get sent to for payment, more concerned with property owner.

Supervisors Comment– The Township is encouraging all residents to register for the CODE RED Emergency Notification System on the Rush Township Website. If there are any questions please contact the township office.

Chairman Gilbert adjourned the meeting at 8:00 p.m..
