Minutes of the Meeting of the Rush Township Board of Supervisors

A meeting was held at the Rush Township Municipal Building on October 22, 2015 at 7:00 o’clock pm. In attendance were: Chairman Shawn Gilbert, Vice Chairman Robert Leibensperger, Supervisor Jeaninne Motroni, Administrative Assistant, Kelly Giordano, Attorney Chris Riedlinger and Bill McMullen.

Chairman Shawn Gilbert called the meeting to order.

Pledge of Allegiance was recited.

Police Report – Vice Chairman Leibensperger read the Sergeant Frederick’s police report for the month of September 2015. A motion was made by Chairman Gilbert to approve Sergeant Frederick’s report. Vice Chairman Leibensperger approved, Supervisor Motroni seconded the motion.  Kelly polled the board. All members voted in favor of the motion, motion carried.

Minutes of Previous Meeting – September 17, 2015 – A motion was made by Chairman Gilbert to approve the previous meeting minutes of September 17, 2015. Vice Chairman Leibensperger approved, Supervisor Motroni seconded the motion. Kelly polled the board, all members voted in favor of the motion, motion carried.

Treasurer’s Report- A motion was made by Chairperson Gilbert to approve the treasurer’s report. Vice Chairman Leibensperger approved the motion, Supervisor Motroni seconded the motion.  Kelly polled the board, all members voted in favor of the motion, motion carried.

Approval of current township and sewer bills thru October 22, 2015 – A motion was made by Chairman Gilbert to approve the municipal reports thru October 22, 2015.  Vice Chairman Leibensperger approved, Supervisor Motroni seconded the motion. Kelly polled the board, all members voted in favor of the motion, motion carried.

Approval of municipal reports (sewer, road, Arro, Prodesign) – A motion was made by Chairman Gilbert to approve the municipal reports for September 2015. Vice Chairman Leibensperger approved the motion, Supervisor Motroni seconded the motion, Kelly polled the board. All members voted in favor of the motion, motion carried.

Attorney’s Business –   There is a Zoning Board Hearing on Monday, November 9, 2015 at 6:30 p.m. where the Tamaqua Area School District is appealing the violation that they received on the Rush Academy building.

NEW BUSINESS-

  1. Motion to hire Elliott Burlett as a part-time officer retro-active as of October 5, 2015 at a pay rate of $16/hr. Vice Chairman Leibensperger approved the motion, Supervisor Motroni seconded the motion, Kelly polled the board. All members voted in favor of the motion, motion carried.
  1. Motion to accept a request from Tamaqua Borough for our Fire Police to assist with the Tamaqua Halloween Parade on Tuesday, October 27, 2015 at 7:00 p.m. Vice Chairman Leibensperger approved the motion, Supervisor Motroni seconded the motion, Kelly polled the board. All members voted in favor of the motion, motion carried.
  1. Motion to accept bids for Chestnut Street Sewer Project.  Six (6) bids were opened, read and the lowest bid will be awarded upon the review and approval of William McMullen and Solicitor.  Vice Chairman Leibensperger approved the motion, Supervisor Motroni seconded the motion, Kelly polled the board. All members voted in favor of the motion, motion carried.

Public Comment –

  1. Charlie Shamonsky – Why did you cut the brush on the street with the school, he was told that he did this to help school out and now Robert is saying to get road access as part of the road program. Mention that the police department has a report every month, why can’t we have a road report.  Shawn said they do have one and he can come into the office and we will give them a copy.
  1. Joe Shamonsky – When are you starting leaf pick up, Shawn said that waiting on new truck and to get as many leaves out on the road, so that the road department is not going all over the place back and forth. Question on why catch basin down past Melnick’s high above the ground?  Bill McMullen said that it picks up and ties the township into the state pipeline, it acts like a cleanout.

Supervisors Comment–   Trick or Treat Night will be on Saturday, October 31, 2015 from 6 – 9 p.m.

Chairman Gilbert adjourned the meeting at 7:15 p.m.
