Minutes of the Meeting of the Rush Township Board of Supervisors

A meeting was held at the Rush Township Municipal Building on November 19, 2015 at 7:00 o’clock pm. In attendance were: Chairman Shawn Gilbert, Vice Chairman Robert Leibensperger, Supervisor Jeaninne Motroni, Treasurer/Secretary, Katie Orlick, Attorney Chris Riedlinger.

Chairman Shawn Gilbert called the meeting to order.

Pledge of Allegiance was recited.

Police Report Sergeant Frederick read his police report for the month of October 2015. A motion was made by Chairman Gilbert to approve Sergeant Frederick’s report. Vice Chairman Leibensperger approved, Supervisor Motroni seconded the motion.  Katie Orlick polled the board. All members voted in favor of the motion, motion carried.

Minutes of Previous Meeting – October 22, 2015 A motion was made by Chairman Gilbert to approve the previous meeting minutes of October 22, 2015. Vice Chairman Leibensperger approved, Supervisor Motroni seconded the motion. Katie Orlick polled the board, all members voted in favor of the motion, motion carried

Treasurer’s Report A motion was made by Chairperson Gilbert to approve the treasurer’s report. Vice Chairman Leibensperger approved the motion, Supervisor Motroni seconded the motion.  Katie Orlick polled the board, all members voted in favor of the motion, motion carried.

Approval of current township and sewer bills thru November 19, 2015 – A motion was made by Chairman Gilbert to approve the municipal reports thru November 19, 2015.  Vice Chairman Leibensperger approved, Supervisor Motroni seconded the motion. Katie Orlick polled the board, all members voted in favor of the motion, motion carried.

Approval of municipal reports (sewer, road, Arro, Prodesign) – A motion was made by Chairman Gilbert to approve the municipal reports for October 2015. Vice Chairman Leibensperger approved the motion, Supervisor Motroni seconded the motion, Katie Orlick polled the board. All members voted in favor of the motion, motion carried.

Old Business –            None.

NEW BUSINESS

  1. Motion to accept a request from Captain Wertman of the Fire Police for 3 new badges for their new Fire Police members. Vice Chairman Leibensperger approved the motion, Supervisor Motroni seconded the motion, Katie Orlick polled the board. All members voted in favor of the motion, motion carried.
  1. Motion to authorize Robert Leibensperger to execute the Agreement with Doli Construction Corporation for construction of the Chestnut Street Sewer Project. Vice Chairman Leibensperger approved the motion, Supervisor Motroni seconded the motion.  Katie Orlick polled the board.  All members voted in favor of the motion, motion carried.
  1. Motion to advertise the 2016 Budget for public review for 20 days. Vice Chairman Leibensperger approved the motion, Supervisor Motroni seconded the motion, Katie Orlick polled the board.  All members in favor of the motion, motion carried.   Public Comment:  Was there a meeting, no public meeting.  No tax, garbage, sewer increases, mileage was up a little, medical increases and wage increases. Will be advertised 20 days, can begin review tomorrow at the office.
  1. Motion to hire Christopher Conarty as a part-time police officer for Rush Township. Vice Chairman Leibensperger approved the motion, Supervisor Motroni seconded the motion, Katie Orlick polled the board. All members in favor of the motion, motion carried.
  1. Motion to approve an exemption request from our Sewage Enforcement Officer, for placement of an on-lot septic system, with a 45 foot absorption distance from the well to the septic, located at 715 Fairview Street. Vice Chairman Leibensperger approved the motion, Supervisor Motroni seconded the motion.  Katie Orlick polled the board.  All members voted in favor of the motion, motion carried.

Public Comment  –

  1. Charlie Shamonsky – Is there a new contract with the auction? No, not yet going to be having a meeting. They are going to negotiate it.  All the vendors need a permit, why aren’t they getting permits?  They are covered by his permit, if they go outside his property then they need to get a permit from the township.  Everyone is covered.  Charlie stated we are losing a lot of money by not having all the vendors getting permits. Are we getting any money for recycling and where is it going?  It is going to Solid Waste Fund and will have a number in March 2016, we have no control over how much and how long we receive.
  1. Dave Clewell – 7 or 8 months ago sewer and garbage bills delinquency. Would like a report, Shawn was supposed to have one and was not given one. People are throwing garbage that should not be thrown away, lots of garbage behind the stores by Walmart, lots of cardboard would the garbage company be willing to put a dumpster for cardboard, cannot do that because it is private property. For 14 years been asking Supervisors to do something about the illegal businesses in township, currently know about 16 illegal businesses, township is not getting any money for these businesses.
  1. Joe Shamonsky – Are we getting any kind of grants for the 2nd police officer in the township? We do not have any grants for police officers, budgeted in budget for 2 police officers, currently in lawsuit about 2nd.Walmart parking lot, tractor trailers are parking with hazardous materials in and that is not safe in a township. If something were to happen up there, would not want to be firefighters that had to handle it because there will be a lot of bodies.  There are signs up but believe it is only for idling, Walmart only owns part of the parking lot.  If you think there is something wrong, call 911 and Police Department will come to check it out.  If Walmart has an issue with it then they will report it.
  1. Wes Konsavage – The railroad crossing going thru Rush Township on Delano Rd, is going to be repaired, no idea what is going to be hauled, some hazardous materials, but told that they are going to be going 40mph through the township, they do not have any flashing lights or anything, Supervisors said there is nothing that we can do because it is federally controlled, we have zero jurisdiction near the tracks, cannot even blacktop up to the tracks.

Supervisors Comment–   Letter from Fire Company, wants to raise the taxes, need to have a meeting with fire companies to discuss the fire tax.  Did not receive the request in time for the new budget, but will sit down and discuss with both fire companies.  Our Rush Township Police Department will be having a blood drive, on Wednesday, November 25, 2015, noon to 5 p.m.  Ash pick-up will be on Wednesday, November 25th instead of Thursday.  The Township Building will be closed on Thanksgiving and Friday the day after Thanksgiving.  We will resume regular business hours on Monday, November 28, 2015.  Everyone have a Happy Thanksgiving.

Chairman Gilbert adjourned the meeting at 7:50 p.m.
