Minutes of the Meeting of the Rush Township Board of Supervisors
A meeting was held at the Rush Township Municipal Building on January 4, 2016 at 7:00 o’clock pm. In attendance were: Chairman Shawn Gilbert, Vice Chairman Robert Leibensperger, Treasurer/Secretary, Katie Orlick and Attorney Chris Riedlinger. Supervisor Jeaninne Motroni was not present due to work.
Chairman Shawn Gilbert called the meeting to order.
Pledge of Allegiance was recited.
Police Report –Sergeant Frederick read his police report for the month of December 2015. A motion was made by Chairman Gilbert to approve Sergeant Frederick’s report. Vice Chairman Leibensperger approved, Chairman Gilbert seconded. Katie Orlick polled the board. All members voted in favor of the motion, motion carried.
Minutes of Previous Meeting – December 17, 2015 A motion was made to approve the previous meeting minutes of December 17, 2015. Vice Chairman Leibensperger approved. Chairman Gilbert seconded the motion. Katie Orlick polled the board, all members voted in favor of the motion, motion carried.
Treasurer’s Report – A motion was made by Chairperson Gilbert to approve the treasurer’s report as of December 2015. Vice Chairman Leibensperger approved the motion. Chairman Gilbert seconded the motion. Katie Orlick polled the board, all members voted in favor of the motion, motion carried.
Approval of current township and sewer bills thru December 2015 – A motion was made by Chairman Gilbert to approve the municipal reports thru December 2015. Vice Chairman Leibensperger approved. Chairman Gilbert seconded the motion. Katie Orlick polled the board, all members voted in favor of the motion, motion carried.
Approval of municipal reports (sewer, road, Arro, Prodesign) – A motion was made by Chairman Gilbert to approve the municipal reports for December 2015. Vice Chairman Leibensperger approved the motion. Chairman Gilbert seconded. Katie Orlick polled the board. All members voted in favor of the motion, motion carried.
Attorney’s Business – Ask that the Board make a motion to advertise for a CPA to do our Fiscal End of Year Audit. Chairman Gilbert made the motion. Vice Chairman Leibensperger approved the motion, Chairman Gilbert seconded. Katie Orlick polled the board. All members voted in favor of the motion, motion carried.
Correspondence – eLoop that does municipal recycling through DEP, the state has not completed the OEM certification, they will no longer be doing this service free of charge. We will have to start paying minimal charge for electronics recycling. 3 counties in PA exceeded their recycling (Schuylkill) within their municipality, Schuylkill was the highest out of the three. We are doing really good for recycling and it will start to make things go down in cost.

Public Comment –
- Patricia Tracey -Why are there 13 part-time officers, why not more full time? We are working on the full time officer position; it just takes some time.
- Joe Shamonsky – questioned the amount of pay that the full time officer gets, any idea what that will be. He was informed that it is in the budget, and it is in their contract the amount.
- Robert Leibensperger and Katie Orlick figured out a formula to figure what we pay the road department for leaf and tree branch collection. They will tweek it this year and hopefully be able to give the true number in 2017.
A motion was made by Chairman Gilbert to move the February meeting to February 25th from February 18th. Vice Chairman Leibensperger approved the motion. Chairman Gilbert seconded the motion. Katie Orlick polled the Board. All members voted in favor of the motion, motion carried.
Supervisors Comment– Christmas tree collection will be January 7th and January 14th. Have a great year.
Chairman Gilbert adjourned the meeting at 7:40 p.m.
