Minutes of the Meeting of the Rush Township Board of Supervisors

A meeting was held at the Rush Township Municipal Building on April 20, 2017 at 7:00 pm. In attendance were: Chairman Shawn Gilbert, Vice Chairman Robert Leibensperger, Treasurer/Secretary Katie Orlick, Administrative Assistant Kelly Giordano and Bill McMullen. Supervisor Jeaninne Motroni was absent due to work obligation.

Chairman Shawn Gilbert called the meeting to order.

Pledge of Allegiance was recited.

Police Report – Chief Lipsett’s police report for the month of March 2017 was read by Chairman Gilbert. A motion was made to approve the police report. Vice Chairman Leibensperger approved, Chairman Gilbert seconded. Katie Orlick polled the board. All members voted in favor of the motion, motion carried.

Minutes of Previous Meeting– A motion was made to approve the previous meeting minutes of March 16, 2017. Vice Chairman Leibensperger approved, Chairman Gilbert seconded. Katie Orlick polled the board. All members voted in favor of the motion, motion carried.

Treasurer’s Report – A motion was made by Chairman Gilbert to approve the treasurer’s report as of April 2017. Vice Chairman Leibensperger approved, Chairman Gilbert seconded. Katie Orlick polled the board. All members voted in favor of the motion, motion carried.

Approval of current township and sewer bills thru April 19, 2017 – A motion was made by Chairman Gilbert to approve the municipal reports thru April 2017. Vice Chairman Leibensperger approved, Chairman Gilbert seconded. Katie Orlick polled the board. All members voted in favor of the motion, motion carried.

Approval of municipal reports (sewer, road, Arro, Prodesign) – A motion was made by Chairman Gilbert to approve the municipal reports for March 2017. Vice Chairman Leibensperger approved, Chairman Gilbert seconded. Katie Orlick polled the board. All members voted in favor of the motion, motion carried.

Attorney’s Business – New Personnel Policy & Procedure Manual (Motion is in the NEW BUSINESS section)

Correspondence – None.

Old Business – None.

NEW BUSINESS

1. A motion to adopt Resolution 2017-13, Designating Shawn Gilbert or Robert Leibensperger as the officials to execute all Documents & Agreements between the Township and the Commonwealth Financing Authority to Facilitate & Assist in obtaining a Grant for Grier City Park. Vice Chairman Leibensperger approved, Chairman Gilbert seconded. Katie Orlick polled the board. All members voted in favor of the motion, motion carried.

2. A motion to adopt Resolution 2017-14, clarifying new provisions in the Personnel Policy & Procedure Manual relating to Personal & Vacation Days. Vice Chairman Leibensperger approved, Chairman Gilbert seconded. Katie Orlick polled the board. All members voted in favor of the motion, motion carried.

3. A motion to hire Jeremy Sborz, as a Rush Township Part-Time Police Officer at a pay rate of $20/hr. Retro-active 3/17/2017. Vice Chairman Leibensperger approved, Chairman Gilbert seconded. Katie Orlick polled the board. All members voted in favor of the motion, motion carried.

Public Comment –

1. Charlie Shamonsky – Asked if Ordinance 150 was still active, yes and who enforces it, the police enforce it.
2. Joe Shamonsky – Is there a possibility that the drain on Swenson can be checked and cleaned? Yes, Barry will have the road department look at it.
3. Barry Messerschmidt – Would like to thank the office girls for all their work on making the Easter Egg Hunt a success.

Supervisors Comment– The Schuylkill County EMA has issued a Temporary Open Burning Ban for Schuylkill County beginning Friday, April 21st, 2017 at 12 Noon until Sunday, May 21st, 2017 @ 12 Noon.

Chairman Gilbert adjourned the meeting at 7:30 p.m.
