Minutes of the Meeting of the Rush Township Board of Supervisors

A meeting was held at the Rush Township Municipal Building on July 20, 2017 at 7:00 o’clock pm. In attendance were: Chairman Shawn Gilbert, Vice Chairman Robert Leibensperger, Supervisor Jeaninne Motroni, Treasurer/Secretary, Katie Orlick, Attorney, Chris Riedlinger and Bill McMullen. Chairman Shawn Gilbert called the meeting to order.

Pledge of Allegiance was recited.

Police Report – Chief Lipsett’s police report for the month of June 2017 was read. A motion was made to approve the police report. Vice Chairman Leibensperger approved, Supervisor Motroni seconded. Katie Orlick polled the board. All members voted in favor of the motion, motion carried.

Minutes of Previous Meeting – June 15, 2017 – A motion was made to approve the previous meeting minutes of April 20, 2017. Vice Chairman Leibensperger approved. Supervisor Motroni seconded the motion. Katie Orlick polled the board, all members voted in favor of the motion, motion carried.

Treasurer’s Report – A motion was made by Chairman Gilbert to approve the treasurer’s report as of June 2017. Vice Chairman Leibensperger approved the motion. Supervisor Motroni seconded the motion. Katie Orlick polled the board, all members voted in favor of the motion, motion carried.

Approval of current township and sewer bills thru July 19, 2017 – A motion was made by Chairman Gilbert to approve the municipal reports thru July 19, 2017. Vice Chairman Leibensperger approved. Supervisor Motroni seconded the motion. Katie Orlick polled the board, all members voted in favor of the motion, motion carried.

Approval of municipal reports (sewer, road, Arro, Prodesign) – A motion was made by Chairman Gilbert to approve the municipal reports for June 2017. Vice Chairman Leibensperger approved the motion. Supervisor Motroni seconded. Katie Orlick polled the board. All members voted in favor of the motion, motion carried.

Attorney’s Business – Sabo Case – Motion to approve and release an Agreement composed by Attorney John Mahonet for $7,000.00 settlement for water issue. Vice Chairman Leibensperger approved the motion, Supervisor Motroni seconded. Katie Orlick polled the board. All members voted in favor of the motion, motion carried.

Herring Case – Motion to approve Settlement Agreement for the Corey Herring case. Vice Chairman Leibensperger approved the motion, Supervisor Motroni seconded. Katie Orlick polled the board. All members voted in favor of the motion, motion carried.

Correspondence – None.

Old Business – None.

NEW BUSINESS-

1. Motion to adopt Ordinance 197, setting the Standards & Regulations for the Application for and Approval of Person with Disability or Severely Disabled Veteran Parking Spaces. Vice Chairman Leibensperger approved the motion, Supervisor Motroni seconded. Katie Orlick polled the board. All members voted in favor of the motion, motion carried.

2. Motion to adopt Resolution 2017-15, Rush Township Approving the Form to be used by Residents to Apply for a Disability Parking Space. Vice Chairman Leibensperger approved the motion, Supervisor Motroni seconded. Katie Orlick polled the board. All members voted in favor of the motion, motion carried.

3. Motion to hire Michael Waever as a Rush Township Part-Time Police Officer at a pay-rate of $20/hr. retro-active July 13, 2017. Vice Chairman Leibensperger approved the motion, Supervisor Motroni seconded. Katie Orlick polled the board. All members voted in favor of the motion, motion carried.

4. Motion to Conditionally Approve Tyrone & Janet Rarick Land Development Plan (Rev. #1). Condition of Approval is the Execution of an Improvement Agreement & Posting of the Required Escrow for the Proposed Site Improvements. Vice Chairman Leibensperger approved the motion, Supervisor Motroni seconded. Katie Orlick polled the board. All members voted in favor of the motion, motion carried.

Public Comment –

1. Mr. Boyer – Asked why Walnut Street is blocked and only two people can use it? He was informed that it is blocked until the township gets a chance to fix the road, as the township has a lot of road projects.
2. Charlie Shamonsky – 1. Asked if the snow emergency signs would be posted before winter, Chairman Gilbert said they are working on it. 2. Asked what he has to do to get a handicapped sign put up, he was informed that it is a process.
3. Mr. Ceci – Asked when it will be paved by the tennis court.
4. Cathy Schimpf – She wanted to inform that the board that the property being sold by a Realtor is being almost falsely advertised. They are making a property look very attractive when in fact there is a lot of sewage work to be done. Mr. McMullen said that they did submitted letters to the real estate agent in regards to the sewage.

Supervisors Comment-

Chairman Gilbert adjourned the meeting at 8:15 p.m.
