Minutes of the Meeting of the Rush Township Board of Supervisors
A meeting was held at the Rush Township Municipal Building on Thursday, April 19, 2018 at 7:00 p.m. In attendance were: Chairman Shawn Gilbert, Vice Chairman Robert Leibensperger, Supervisor Jeaninne Motroni, Treasurer/Secretary Debbie DelFranco, Administrative Assistant Kelly Chicarelli, Solicitor Chris Riedlinger and Bill McMullen.
Chairman Shawn Gilbert called the meeting to order.
Pledge of Allegiance was recited.
Police Report – A motion was made by Chairman Gilbert to approve the police report for the month of March 2018. Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion. Debbie DelFranco polled the board. All members voted in favor of the motion, motion carried.
Minutes of Previous Meeting- A motion was made to approve the previous meeting minutes of March 15, 2018. Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion. Debbie DelFranco polled the board. All members voted in favor of the motion, motion carried.
Treasurer’s Report – A motion was made by Chairman Gilbert to approve the treasurer’s report as of March 2018. Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion. Debbie DelFranco polled the board. All members voted in favor of the motion, motion carried.
Approval of current township and sewer bills thru April 18, 2018 – A motion was made by Chairman Gilbert to approve the municipal reports thru April 18, 2018. Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion. Debbie DelFranco polled the board. All members voted in favor of the motion, motion carried.
Approval of municipal reports (sewer, road, Arro, Prodesign) – A motion was made by Chairman Gilbert to approve the municipal reports for March 2018. Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion. Debbie DelFranco polled the board. All members voted in favor of the motion, motion carried.

- Motion to adopt Resolution 2018-12, requesting Greenways Trails and Recreation Program Grant of $201,280.00 from Commonwealth Financing Authority for Grier City Playground improvements. Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion. Debbie DelFranco polled the board. All members voted in favor of the motion, motion carried.
- Motion to approve Application for Payment #3 in the amount of $93,588.89 & Payment #4 (Final) in the amount of $21,474.56 pending favorable review by the engineer. Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion. Debbie DelFranco polled the board. All members voted in favor of the motion, motion carried.
- Motion to authorize Chairman Gilbert to execute an agreement between the Board of Supervisors and SEDCO pertaining to the improvements to be constructed in the Tidewood East and West Industrial Parks through an ARC grant received by SEDCO. Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion. Debbie DelFranco polled the board. All members voted in favor of the motion, motion carried.
- Motion to approve John (Jack) Cusatis to fill vacancy on the Rush Township Zoning Board. Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion. Debbie DelFranco polled the board. All members voted in favor of the motion, motion carried.
Public Comment –
Heidi Kubert – Asked the Board of Supervisors to revisit the Ordinance 192 regarding nuisances with regard to public odor and clean air. The Board of Supervisors explained to Heidi the DEP regulates all air quality issues and all companies undergo testing every year. Any concerns that people have would need to be filed with the DEP.
