Minutes of the Meeting of the Rush Township Board of Supervisors

A meeting was held at the Rush Township Municipal Building on Thursday, June 21, 2018 at 7:00 p.m. In attendance were: Chairman Shawn Gilbert, Vice Chairman Robert Leibensperger, Supervisor Jeaninne Motroni, Treasurer/Secretary Debbie DelFranco, Solicitor Chris Riedlinger and Bill McMullen.

Chairman Shawn Gilbert called the meeting to order.

Pledge of Allegiance was recited.

Police Report – A motion was made by Chairman Gilbert to approve the police report for the month of May 2018. Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion. Debbie DelFranco polled the board. All members voted in favor of the motion, motion carried.

Minutes of Previous Meeting– A motion was made to approve the previous meeting minutes of May 17, 2018. Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion. Debbie DelFranco polled the board. All members voted in favor of the motion, motion carried.

Treasurer’s Report – A motion was made by Chairman Gilbert to approve the treasurer’s report as of May 2018. Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion. Debbie DelFranco polled the board. All members voted in favor of the motion, motion carried.

Approval of current township and sewer bills thru June 20, 2018 – A motion was made by Chairman Gilbert to approve the municipal reports thru June 20, 2018. Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion. Debbie DelFranco polled the board. All members voted in favor of the motion, motion carried.

Approval of municipal reports (sewer, road, Arro, Prodesign) – A motion was made by Chairman Gilbert to approve the municipal reports for May 2018. Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion. Debbie DelFranco polled the board. All members voted in favor of the motion, motion carried.

Attorney’s Business – Transient Retail – Adopted Ordinance 95 will now include services and will be advertised at the July meeting for authorization.

Correspondence – None.

Old Business – None.

New Business

1. Motion to grant waivers from the Rush Township Subdivision and Land Development Ordinance sections 502.A.1 & 2 and 608.D.5 as recommended by the Rush Township Planning Commission for the Krause Minor Subdivision Plan. Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion. Debbie DelFranco polled the board. All members voted in favor of the motion, motion carried.

2. Motion to approve the Krause Minor Subdivision Plan. Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion. Debbie DelFranco polled the board. All members voted in favor of the motion, motion carried.

3. Motion to authorize the advertisement for bids for the 2018 Equipment Rental with Operators contract. Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion. Debbie DelFranco polled the board. All members voted in favor of the motion, motion carried.

4. Motion to adopt The Fair Housing Resolution #2018-13. Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion. Debbie DelFranco polled the board. All members voted in favor of the motion, motion carried.

5. Motion to award Franzosa Trucking, Inc. the 2018 Road Improvement Project bid in the amount of $355,413.00. Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion. Debbie DelFranco polled the board. All members voted in favor of the motion, motion carried.

6. Motion to change the July monthly meeting from July 19th to July 12th at 7:00 p.m. Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion. Debbie DelFranco polled the board. All members voted in favor of the motion, motion carried.

7. Motion to authorize Supervisor Shawn E. Gilbert to authorize grinder pump easement for building of Lake Hauto house. Vice Chairman Leibensperger approved; Supervisor Motroni seconded the motion. Debbie DelFranco polled the board. All members voted in favor of the motion, motion carried.

Public Comment

Bill Boyer – Why is Walnut Street still closed? Supervisor Shawn Gilbert responded that we are working on paving and that there are just too many roads and we cannot cover all at one time. Supervisor Leibensperger also said that there is still access to the road. In part it is still closed because cars race up and down street.

Charlie Shamonsky – Meadow Avenue on the lower section is cracking more than the upper level.

Nate McDonald – the new ESRC Director also spoke about what is coming up on the events and about fundraising. He is hoping to improve programs. The new website is www.esrcrec.org. He said that he has gone to several businesses and has collected $730.00 so far for sponsorships. Volunteers are needed to cut lawns and weed whack. Chairman Gilbert told him to drop off his business cards at the township and we should pas them out if anyone is interested in signing for events, sponsorships or volunteering.

Supervisors Comment – The Rush Township offices will be closed on Wednesday, July 4, 2018 for the holiday. Friday, July 6, 2018 will be picked up on Saturday, July 7, 2018. This only affects Friday’s pick up.

Chairman Shawn Gilbert adjourned the meeting at 8:00 p.m.
