Minutes of the Meeting of the Rush Township Board of Supervisors

A meeting was held at the Rush Township Municipal Building on Thursday, August 16, 2018 at 7:00 p.m. In attendance were: Chairman Shawn Gilbert, Vice Chairman Robert Leibensperger, Treasurer/Secretary Debbie DelFranco, Administrative Assistant Kelly Chicarelli, Solicitor Chris Riedlinger and Bill McMullen. Supervisor Jeaninne Motroni was not present due to work.

Chairman Shawn Gilbert called the meeting to order.

Pledge of Allegiance was recited.

Police Report – Police Chief Kenneth Zipovsky read his police report and spoke about the different items they were focusing on. A motion was made by Chairman Gilbert to approve the police report for the month of July 2018. Vice Chairman Leibensperger approved; Chairman Gilbert seconded. Debbie DelFranco polled the board. All members voted in favor of the motion, motion carried.

Minutes of Previous Meeting– A motion was made to approve the previous meeting minutes of July 24, 2018. Vice Chairman Leibensperger approved; Chairman Gilbert seconded. Debbie DelFranco polled the board. All members voted in favor of the motion, motion carried.

Treasurer’s Report – A motion was made by Chairman Gilbert to approve the treasurer’s report as of July 31, 2018. Vice Chairman Leibensperger approved; Chairman Gilbert seconded. Debbie DelFranco polled the board. All members voted in favor of the motion, motion carried.

Approval of current township and sewer bills thru August 15, 2018 – A motion was made by Chairman Gilbert to approve the municipal reports thru August 15, 2018. Vice Chairman Leibensperger approved; Chairman Gilbert seconded. Debbie DelFranco polled the board. All members voted in favor of the motion, motion carried.

Approval of municipal reports (sewer, road, Arro, Prodesign) – A motion was made by Chairman Gilbert to approve the municipal reports for July 2018. Vice Chairman Leibensperger approved; Chairman Gilbert seconded. Debbie DelFranco polled the board. All members voted in favor of the motion, motion carried.

Attorney’s Business – None.

Correspondence – None.

Old Business – None.

New Business

1. Motion to grant waivers from the Rush Township Subdivision and Land Development Ordinance sections 405.A., 406.A., 608.D.2. and 608.D.4.i as recommended by the Rush Township Planning Commission for the Silberline Land Development Plan located along Lincoln Drive. Vice Chairman Leibensperger approved; Chairman Gilbert seconded. Debbie DelFranco polled the board. All members voted in favor of the motion, motion carried.

2. Motion to conditionally approve the Silberline Land Development Plan along with Lincoln Drive conditional on addressing comments contained in the ARRO review correspondence dated July 27, 2018. Vice Chairman Leibensperger approved; Chairman Gilbert seconded. Debbie DelFranco polled the board. All members voted in favor of the motion, motion carried.

3. Motion to authorize our Solicitor to prepare and Chairman to execute an Improvement and Maintenance Agreement between the Board of Supervisors and Gellner & Company pertaining to the improvements to be constructed as part of their Land Development Plan approval. Vice Chairman Leibensperger approved; Chairman Gilbert seconded. Debbie DelFranco polled the board. All members voted in favor of the motion, motion carried.

4. Motion to authorize our Solicitor to prepare and Chairman to execute an Improvement and Maintenance Agreement between the Board of Supervisors and Silberline pertaining to the improvements to be constructed as part of their Land Development Plan approval. Vice Chairman Leibensperger approved; Chairman Gilbert seconded. Debbie DelFranco polled the board. All members voted in favor of the motion, motion carried.

Public Comment

Mr. Boyer – Asked if township is making money on the Recycling. Robert responded yes and the report will be out at the end of the year or beginning of 2019.

Supervisors Comment – Administrative offices will be closed on Monday, September 3, 2018 for Labor Day. Garbage will be picked up on Tuesday, September 4, 2018 and Saturday, September 8, 2018.

Chairman Shawn Gilbert adjourned the meeting at 7:15 p.m.
